Looking at the fire district building in downtown Shasta Lake, California.  This small memorial is dedicated to the victims of September 11, 2001 at the World Trade Center in New York City.  Above the mural is a piece of steel from the Twin Towers, one of 2,600 pieces that was auctioned off around the world b/w 2001 & 2016.  On the back side the number 74 is inscribed though I don't know the meaning.
