Kaohsiung City Government was authorized to become Yuan-Controlled Municipality on July 1st, 1979. The original site wasn’t sufficient for the expanded governmental organization, forcing bureaus and offices dispersed in different areas. It became a waste of time to deliver official documents and for citizens to seek public service. To increase administrative efficiency for better service, the construction of Government Offices Building was commenced on November 7th, 1985, co-designed by 31 architecture firms including Chang Ming-feng. There were twists and turns during construction, but the obstacles were overcome and the building was finally completed for inauguration and use. Great improvement in this new working environment, public operations, service for citizens, government staff functioning represents Kaohsiung’s big step into an international port city.
