淺水灣原本只是一個小漁港，十年前建商在此興建大型景觀別墅，當地才逐漸帶動當地的觀光熱潮，發展至今，已成為北海岸最重要的景點之一。

三芝的淺水灣具備亮白沙岸、覆滿綠藻的藻礁海岸地形，以及可聽濤、賞景、觀夕陽的觀海步道。沿路聚集了多家浪漫的臨海咖啡屋，有充滿希臘風情的地中海風格、中東文化的異國咖啡廳 濃濃南洋風的峇里島陳設，若在伴上被墨色染紅的海面，便是最佳的取景時機。
