水管公園設置在淡水資源回收中心旁邊，築物主題以水管造景規劃。

臺北縣政府水利局表示，臺北縣淡水地區污水下水道系統建設計畫，自94年5月開工迄今共分成水資源回收中心、公共管網及用戶接管工程。目前已完成水資源回收中心第一期工程28,000噸，預計至104年可完成水資源回收中心三期建設，配合污水下水道建設可處理56,000噸污水，可將全鎮污水妥善處理。未來如因應淡海新市鎮開發效應，大量人口遷入，後續可擴充至處理污水180,000噸，達到改善鎮民生活品質及提昇衛生環境之目標。
