It is located in Tekke Neighborhood of Tarsus District, Mersin. Naqshbandi Sheikh Mehmet Bey got the shrine built. The epitaph of the shrine, which is known by the locals by the name of Mencek Baba, is positioned on the gate in the south. The structure, which is mentioned as Mencek Zawiya (a small Islamic school) in Ottoman records, was constructed by İmam Kuseyrizade Sheikh Abdullah Mencek. Deed of trust of this pious foundation was also issued by this person in 781 AH (1379 AD). It is stated in the endowment that the building was constructed in order to serve the Turkish people coming to Anatolia from the Central Asia and Eastern Turkistan. There is a cistern inside the shrine. The dome of the building, which has a mihrab in the southern part, is decorated with colorful ornaments.
