皖南事变后，1941年1月17日，蒋介石政府发布军事委员会通令和发言人谈话，反诬新四军“叛变”，悍然宣布撤销新四军番号，声称要把叶挺交付军法审判。周恩来得知后，立刻义愤填膺地打电话给何应钦，痛斥他：“你们的行为，使亲者痛，仇者快。你们做了日寇想做而做不到的事。你何应钦是中华民族千古罪人。”
当晚，周恩来在红岩八路军办事处召开会议，仔细估计国民党公布后的局势，研究如何向国民党统治区人民和全世界揭露国民党顽固派这一破坏团结抗日、破坏国共合作的阴谋，决定冲破国民党对皖南事变真相的封锁，在1月18日《新华日报》上刊登周恩来为皖南事变所写的题词。“爲江南死國难者誌哀”，“千古奇冤，江南一葉。同室操戈，相煎何急”。
