This square is very close to city hall square. And the bag is really hanging over the entrance to the restaurant, however it is strongly catching the wind and so he turned into a ghost. What does the pepper  here and does is very spicy food at this restaurant or not - I don't know. Perhaps it was previously a trading house specializing in the pepper.
