城隍的信仰是源自於都城的守護神，在中國的漢民族社會中具有相當悠久的歷史，清代列入祀典，城隍廟、文廟、武廟、天后廟是國家各級政府每年例行舉行祭典的對象。古代省府縣各級官吏新官上任時必先往城隍廟履新報到，遇有水災、旱災等，也會祈禱於城隍，而有官司無法解決者，也祈求城隍庇佑希望能迎刃而解，故城隍早已由都城守護神躍居成為具有司法職能之神祇。
