勤民楼是溥仪的办公之处，在伪满洲国皇宫缉熙楼之北。为一幢二层方形圈楼，中间为方形天井，南北门相通，南为承光门。楼名取清皇室《祖训》“敬天法祖，勤政爱民”之义。承光门东侧南房，为日本帝国主义者直接控制溥仪的“帝室御用挂”——吉岗安直办公室。二楼东南角是一大房间，即正殿，即勤民殿，是溥仪“上朝”和正式接见外国使节、给伪官吏颁发委任状、授勋的场所。
