海崖下方接近海水面處，因為波浪侵蝕作用強，常會使得崖壁上被挖蝕成凹壁。當連續的海蝕凹壁不斷受到海水侵蝕，造成上方岩盤因底部支撐力降低而崩落退後，形成垂直的海蝕崖、以及高度與海平面相近的海蝕平台。
