由於臺北市人口眾多，腹地狹小，缺乏可供兒童休閒、安全學習的空間，臺北市政府遂決定將圓山動物園舊址，規劃為一個完善優美的學習環境及親子休閒場所，即今日之兒童育樂中心。中心除行政大樓尚包括三大世界：分別為昨日世界、明日世界及遊樂世界。
